Minutes of the Board of Trustees

Twin Falls Public Library


The regular meeting of the Board of Trustees was held on Wednesday, October 12 2016 in the Library’s Board Room.  Attending the meeting were Trustees Ben Cluff, Kyle Tarbett and John Van Englen; Library Director Tara Bartley; City Council Liaison Suzanne Hawkins; Library Staff Members Erica Littlefield, Katie Volle, Jessica Tueller; Tona Casella


Chairman Ben Cluff called the meeting to order at 4:30 p.m.


The Trustees MSC approval of October 12, 2016 agenda. 


The Trustees MSC the approval of the September 2016 minutes.  


The Trustees MSC the approval of the September 21 and 26 committee meeting minutes.  


The Trustees MSC the approval of the September 2016 bills.  Roll call vote taken. Approved. 


The Trustees MSC the approval of the September 2016 financial and statistical report.  Tara pointed  out that since September was the end of the fiscal year, some of the line items were adjusted.


Communications & Correspondence


Katie Volle told the board about two programs she is working on: Our Heroes’ Tree Project, and Tales and Travels.  Katie explained that the goal of Our Heroes’ Tree project is to honor the veterans in our community, as well as helping veterans and their families know about the resources and groups in the community that can help them.  Community members can decorate an ornament in honor of a veteran and hang it on a tree in the library.  The kickoff for the event is November 5 at 11 am.   We are also working with other organizations and groups on this project.


Tales and Travels is a program that Katie is doing to help senior citizens with memory and cognitive issues.  Each program focuses on a different country, and it talks about interesting facts, folktales, and songs from that country.  She did a program on Australia at Syringa Place last month, and will be doing a program on Ireland there this month.  She will also be going to Bridgeview and presenting her Australia program.  


Our October calendar is out, and Tara pointed out that we have a lot of programming going on.  We did a new program for preschoolers called Fun With Math and Science.  We also have Let’s Talk About It, and we are finishing up Explore Earth exhibit  on Friday October 21.

The library has received some nice coverage from the media.  We have been highlighted on KMVT and in The Times-News several times this month.  Tara showed a video clip from KMVT talking about Super Science Saturday, and another one talking about the Tech Tutor program.   She also passed around an article from The Times-News about the teen activities in the library.   


We received some donations of scrapbooks of early Twin Falls photographs from a man named Brian Ebbert.  Ben asked if we were going to digitize the pictures like we have done with the Bisbee photographs.  Tara said that we will have to look at the photos more closely before we decide what we are going to do with them.   John mention that the Idaho Housing Authority also received some donations of old documents from early Twin Falls history, and that the library might want to see if there would be anything that would be good to add to the Idaho Room.  

City Council

City Council Liaison report (Suzanne Hawkins):

Suzanne reported that this coming Monday the new fire chief will be introduced to the council for confirmation.  She also mentioned that the mayor is doing a walking challenge to earn money for playground equipment and the canyon trail.  Suzanne suggested that we contact him to see if he wanted to come and walk with the kids after storytime

Library Foundation

Foundation Liaison report: (Tara for Chris Vaage)

Chris let Tara know that 170 people participated in the golf tournament,  They don’t have a final proceeds count yet, but Chris will let us know when they do.

The salary schedule has been adjusted slightly to accommodate the Librarian IV tier.  The committee recommends the new schedule. The trustees MSC the new salary schedule.

Library Staff

Library Staff Report: 

Staff member Jessica Tueller attended the last day of the Idaho Library Association Conference.  Some of the sessions she attended included information literacy tools, the public libraries division meeting, the legislative panel with state representatives, and a session on digitizing your library’s historical materials.   She also went to a session programming for adults with special needs.  Jessica said It sparked a discussion with Tara and the Reference staff to look at doing some programming for that group.  

Library Director

Library Director Report:

Tara also went to ILA.  She thought it was a much better conference than last year.  There were a lot of sessions for different departments and different kinds of libraries.  The session she got the most out of was an open meeting law session put on by Jim McNall.  Tara asked him a question about committee meetings and what needs to be submitted to be in compliance with the open meeting law.  Jim asked if having board committees was necessary.  Tara brought up the issue with the board.   Ben pointed out that the board only has committee meetings when necessary.  Kyle also mentioned that there are various issues that pop up during the year, so it’s better to have the standing committees in place.   John pointed out that the committees do report back to the board.  The trustees all agreed that having the committees in place is a good thing.  

Tara, Adam, and CJ will be going to the Meridian and Eagle libraries next week to look at their RFID system.  Switching over to RFID would be a long process, and Ben pointed out that it would definitely be a capital improvement.  Tara will also be going to Garden City on Friday for the LYNX Directors Meeting,

Tara and Diane met with Paul Smith at the Bower Foundation and looked at the John Hayes maquette statue.  They will be donating the original one to the Library Foundation in about six months to a year.

Library Incidents:

Tara reported that we are still having issues with someone (or more than one person) urinating in the ramp in night.  We have talked about several potential solutions, including mounting a camera or motion lights, or installing a gate at the end of the ramp.  Speaking oif the ramp, John asked if the company who did the ramp remodel came in and looked at the pooling water that we noticed last month.  Tara reported that they did come back and clean up the areas we asked them to.

Ben announced adjourned the meeting at 5:29pm.  The next regular meeting is November 9th, 2016.
